How do I remove a system volume folder and recycler folder from my external hard drive?

I would like to delete two folders that mysteriously appeared on my external hard drive:
– RECYCLER
– System Volume Information
I’ve tried everything including reformatting the drive, but nothing seems to be able to get rid of them. I have Avira, and it doesn’t detect those two folders either.

After I got the two folders, a weird message keeps popping up once in a while: "f drive has been unable to store your files. all files have been deleted". when i open up my folders in my hard drive, the files seem to have been deleted. but when i eject and re-attach it, the files are there once again.

And when I delete something from my hard drive, the file is still there under the recycler folder.

Also when I plug in the hard drive into a computer using Windows XP, I can’t see the files. But if I plug the hard drive into a Mac, I can see the files. I have tried deleting them manually when it is plugged in to a Mac, but it says that I don’t have admin privileges.

if anyone can please help me out, i would really appreciate it. sorry about the long info, but i thought it would be better to say all the problems.
