Computer Recycler

there’s this virus folder Recycler (don’t know the technical name) that keeps on hiding my files and archiving its own files, like Recycler.exe.
I just wonder if it’s a new virus cuz it just keeps on coming back,even if I scan my computer and my USB for like a dozen times. And what antivirus program can permanently delete this virus?
