Is there a way to get out of the e-waste fee in CA if you are NOT recycling a TV?

I purchased a TV on Black Friday, and this set was NOT intended to an upgrade or replacement for an existing set. I resent being charged a fee for recycling something when I am clearly NOT doing so. I would understand paying this fee when I take a TV set to recycle; but to pay for it when I make a PURCHASE? The way I see it, the state should PAY ME to recycle a TV. I should not have to pay for the right to recycle something I clearly have no immediate plans for.

      You may have touched upon the feelings of many Californians that voted to pass Proposition 26. That proposition draws the line between taxes and fees under California law making it harder to add fees.

      Someone a while back figured that a person with a dead TV may not be able or willing to pay for disposing of it, so it may end up on the roadside or in a creek.
      But a person who is buying a new tv must have the money in the pocket to pay a bit more.

      The only way to get "around" the fee is to buy the TV out of state. Of course fuel cost for bringing it in would exceed the cost of the e-waste fee.
